# Grand Terrace (local, San Bernardino County)

URL: https://www.californiapeople.org/local/grand-terrace

- title: Grand Terrace
- type: city
- jurisdiction: City of Grand Terrace
- region: East Valley

## Key findings
- **Measure N is a second try.** It's a permanent 1-cent sales tax for about **$1.2M a year**. Voters rejected a nearly identical tax (Measure M) in 2024, **48.2% to 51.8%**, a margin of 195 votes. [^1][^2]
- **Nobody filed arguments for or against Measure N**, so the voter guide has none. [^1]
- New this time: an **advisory committee** would review revenue, spending and audits and report to the council once a year. Groceries and prescriptions stay exempt. [^1]
- **Mayor Bill Hussey and Councilman Doug Wilson are running again.** Jeremy Briggs filed for the council seat. [^3]

## Measure N: One-cent sales tax for general services
**What it does:** A 1% sales tax, added to the current 7.75%, for the general fund. Revenue is unrestricted; the city lists law enforcement, non-emergency calls and general services. Placed on the ballot July 28, 2026. No end date is stated. [^1]

**Track record**
| Year | Measure | Rate | Revenue | Result |
|---|---|---|---|---|
| 2024 | Measure M | 1 cent | ~$1.0M a year | **Failed, 48.2%** |
| **2026** | **Measure N** | 1 cent | ~$1.2M a year | — |
[^2][^4]

**Money and conflicts:** No ballot arguments on either side, and I found no campaign committees reported. Councilmember Doug Wilson, who is on the ballot this year, wrote an op-ed for it. [^5]

**Does it solve a lasting problem?** Grand Terrace is one of the smallest cities in the county, and $1.2M is a meaningful share of its budget. The city hasn't published a deficit figure for this measure in the sources I found, so voters are left to judge need from the 2024 campaign.
