Upland Unified School District
On the ballot: Measure A
Key findings
- Measure A is a $236.7M school bond, about $47.46 per $100K of assessed value a year (up to $49) through 2062–63, with about $511M in total repayment. It needs 55%. [1]
- The district says it hasn't passed a bond since Measure K in 2008, and reports 602 roof leaks and 1,294 plumbing failures in two years. [2][3]
- The only argument against on a county school bond: a former Chaffey College adjunct says enrollment is down 25% in 15 years, taxpayers are still paying for Measure K, and 55% of students are below grade level in math. [4]
Measure A: $236.7M school repair bond
What it does: Bonds for classroom rebuilds, restrooms, career and STEM labs, security (cameras, fencing, secure entries), drop-off traffic and ADA work. It can't pay salaries. Some projects assume state matching money that may not come. Separate account, annual audits, citizens' oversight committee. 55% to pass. [5]
Cost: A home assessed at $500K pays about $237 a year for roughly 36 years. (calculated from the tax rate statement) [1]
Both sides: For: Loren Sanchez (retired superintendent), Farzad Yektafar (Upland YMCA CEO), Sarah Fash (Upland Teachers Association president), Emily Gomez (Highlander Educational Foundation), Steve Spears (retired CPA). They say campuses date from the 1950s and 1960s and the state won't fund the repairs. Against: falling enrollment, a budget that should already cover maintenance, and student performance. [3][4]
Does it solve a lasting problem? The repair list is specific, and 18 years since the last bond is a long gap. The enrollment drop is the key question: ask the district which campuses it expects to keep open over the 36-year repayment.
